Gurmukhi Phonetic Keyboard Issues

Gurmukhi (Phonetic) keyboard based on US QWERTY layout does not work at all in Windows Vista 64-Bit. The installation goes successful but when the layout is added under REGIONAL SETTINGS from CONTROL PANEL, it just does not work. After adding the layout, I selected it and clicked PROPERTIES, the key mapping doesn't show up at all. I'm using Windows Vista Ultimate SP1.
